European companies are being unfairly shut out of much of China's huge market for public procurement worth around $1 trillion, or 20% of the economy, according to a study by the European Union Chamber of Commerce in China, which echoed previous complaints by foreign firms.
根據(jù)中國歐盟商會(European Union Chamber of Commerce in China)的一項研究,歐洲企業(yè)正被不公平地拒之于中國巨大的政府采購市場之外。這個市場規(guī)模約1萬億美元,相當(dāng)于中國經(jīng)濟的20%。之前外資公司也抱怨過這種現(xiàn)象。
In the study released on Wednesday, the chamber complained that regulations surrounding bidding for public projects were "fragmented, inconsistent, and unevenly implemented."

China's leaders have repeatedly assured foreign trade groups of equal treatment for their companies, and the chairman of the EU Chamber's public-procurement working group said progress has been made but that many of the challenges stem from the central government struggling to implement bidding regulations nationwide.

They should have better implementation,' said Gilbert van Kerckhove.

We are not naive. We know at times there are going to be protectionist measures, but this has nothing really to do with China's bidding law.

The European Union's top trade official said last year he would propose legislation in 2011 to try to force China to give European companies greater access to bid for public contracts. European leaders also demanded better access to public infrastructure projects during a meeting last year with Chinese Premier Wen Jiabao.

China is among the world's largest public procurement markets. The EU Chamber of Commerce report said that under China's economic stimulus plan in 2009 the government spent some 68% of gross domestic product on fixed-asset investment, much of it on projects like roads and railways involving public procurement.
中國是世界最大的政府采購市場之一。歐盟商會這份報告說,按照中國2009年的經(jīng)濟刺激計劃,政府將國內(nèi)生產(chǎn)總值(GDP)的68%左右用在了固定資產(chǎn)投資上,其中許多都是公路和鐵路等涉及政府采購的工程。
Mr. Wen, China's premier, has previously said that China treats foreign companies fairly in awarding contracts.
溫家寶總理之前曾說過,中國在授予合同方面對外資企業(yè)一視同仁。
'In government procurement, China gives equal treatment to all products produced in China by foreign-invested enterprises and Chinese-invested enterprises alike,' Mr. Wen said in a speech last year.
溫家寶去年在講話中說,中國的政府采購對外商投資企業(yè)和中資企業(yè)在中國生產(chǎn)的產(chǎn)品一視同仁、平等對待。
China's Ministry of Commerce did not respond to a written request for comment on Wednesday.
